obtained mining permits, nor could the stone quarried before April be released as it had been quarried illegally. The Mining Laws had been in existence during the Manchu Dynasty, but for some reason had not been enforced. However, it was well known that the Lanchu Government had

been corrupt and it was the intention of the present Goverment to put down all corruption. If the Green Island Cement Company had a claim it was against the Contractors and not against the Chinese Goverment. The matter had now been taken out of the hands of the Canton Government and

sent to Peking, and it must therefore be settled there.

Mr. Tomes replied that the Green Island Cement Company had been buying Limestone in open market for a great number of years If these Mining Laws existed and of which nobody seemed to have any knowledge they had never been enforced, and he considered that Laws not enforced

became dead.

Mr. Gilman asked Mr. Kwan if he would supply the Green Island Cement Company with a list of the Limestone Mining Permits already

issued.

Mr. Kwan replied that the list had already been given to the Compan some time ago.

Mr. Gilman said that the Green Island Cement Company had ascertain- -ed that no Limestone can be obtained from some of the places mentioned in this list and that others, even if productive of lines tone, are too far away to be of any use.

Mr. Gilman also asked if any permits had been given since that list was handed to the Company.

Mr. Kwan replied that petitioners had not been able to comply with the kining Laws and that therefore no more per.its had been given with the exception of one to the Kwang Tung Cement Company for the Fa Un Quarry and stated that the Company could purchase stone from Kr. Lau the Manager of the Kwang Tung Cement Company. The Green Island Cement Company's Contractors had sent in petitions but had not complied with the Law.

Mr. Gilman asked if lir. Kwan would say in what way the Contractors had not complied with the Law, so that they might be told how to make their application in proper form. He pointed out that these contractors
